Approximate Tees & Avg Yardage

The HSJGA Staff sets the tee markers prior to to each round as close to the yerdages listed below.  We are unable to give exact yardage but hope you can use this as a guidline.

 

 

Special tees: approximately 4,500 yards

Forward: 5,200-6,000 yards

Forward middle: 5,800-6,200 yards

Back middle: 6,000-6,600 yards

Back: 6,400-7,000 yards

 

Girls 10 & Under/Boys 10 & Under    18 holes: Special tees/some Forward tees

Girls 11-12                                  18 holes: Forward tees

Boys 11-12                                 18 holes: Forward/Forward middle tees

Girls 13-14, 15-18                        18 holes: Forward/Forward middle tees

Close of Field

Tournament fields will be considered closed at 5:00pm HST two (2) working days before the tournament. For example: for a tournament to be held on a Saturday, the field will be closed at 5:00pm on Thursday; for a tournament on Sunday, Monday or Tuesday, the field will be closed at 5:00pm on the preceding Friday. Alternates who have received a place in the field must have confirmed their participation before the field closes. No alternates will be called to fill vacated spots after the field closes. However, juniors who are on an event’s “wait list” may stand by at the course on the day of the event.

Code of Conduct

All members are required to adhere to the Code of Conduct for all events conducted by the HSJGA. The following infractions are considered serious offenses. Parents will be notified and the resulting consequence(s) will be enforced.  All disciplinary matters will go before the Executive Committee. 

 

Penalties such as a suspension from the next tournament will carry over into the next calendar year. In the case of expulsion, a junior may apply for readmission to the HSJGA after the passage of one (1) year from the time of the expulsion.

 

No refunds will be issued for disqualifications and/or players who are not allowed to play due to dress code or other compliance issues.

 

Infractions must be reported to the event’s Tournament Committee before the close of competition or before juniors are either off the course premises or have been released from the control of the HSJGA. The HSJGA’s Rules and Code of Conduct are in effect while members are on the premises for an HSJGA event, are being housed or are traveling under HSJGA sponsorship or on any transportation vehicle provided by the HSJGA. Any violation which occurs after the close of competition will be applied to the next event or as otherwise noted.

*“Abuse of the Course” will be determined by the event’s Tournament Committee in consultation with personnel from the site in question.

 

Violations of the Code of Conduct also include the following:

 

                  divots not repaired

                  bunkers not raked

                  ball marks not repaired

                  discarded trash not placed in proper receptacles

                  leaving the course or unauthorized “pick-ups” (Only the event’s

                   Tournament Director or Committee may authorize a “pick-up” at any time)

                  horseplay or any other conduct not becoming of an HSJGA member

 

Violations of the Code of Conduct are subject to the following: deduction of points,disqualification or suspension for a period of time as deemed by the HSJGA Executive Committee. All violations will be written up and shall be reviewed by the HSJGA Executive Committee; the parents will be notified and a conference may be requested.

 

A section of Rule 33-7 in the USGA Rules of Golf reads as follows: “If a Committee considers that a player is guilty of a serious breach of etiquette, it may impose a penalty of disqualification under this Rule.” The HSJGA will observe this rule at the discretion of the event’s Tournament Committee.

Dress Code

We are guests of each facility on our schedule. Proper attire is required at all times at all HSJGA tournaments, events and/or functions. The dress code prohibits denim (including colored: blue, black, white, etc.), surfer, swim, gym or short shorts (short length must be beyond fingertips with arms hanging to sides), tank tops, halter tops, and T-shirts. All hats must be worn properly (brim forward for caps, etc.) and hair must be well groomed. Collared shirts for all (with sleeves for boys) must be worn and tucked in with belts worn if pants or shorts have belt loops. Girls are required to wear shirts that can be tucked in.  Shirts that cannot be tucked in are in violation of the dress code. HSJGA prohibits earrings on boys. Other than earrings on girls, no other visible body piercing are allowed (nose rings, etc.). Parents, relatives, friends, members not involved in the event and/or spectators, are asked to abide by the HSJGA dress code. The dress code will be observed before, during and after your round at the host club.

 

A player in violation of the dress code anywhere on the golf course property will be penalized 25 points for each violation (for both Player of the Year and the HSJGA teams).  Players are subject to this penalty until they leave the premises of the golf course.

 

Note: the HSJGA recognizes that shirts can be properly tucked in and can become "untucked" during the normal course of play. In these instances, juniors will be asked to tuck their shirts back in. However, if there is a willful violation of this aspect of the dress code (such as deliberately "untucking” their shirt or disregarding the request to tuck it back in), a junior is subject to disqualification at the sole discretion of the Tournament Director or official in charge.

Electronic Devices

The use of electronic devices (Range Finders, IPODs, cellular telephones, MP3 players, etc.) is prohibited during stipulated rounds except for cases of emergency.  While every possible “emergency” cannot be listed specifically, the intent is that the use of these devices be limited to cases such as an illness involving the player, a fellow competitor or a member of their family.  A player in violation will receive one (1) warning (except for the use of range finders, any violation during a stipulated round will result in disqualification).  All violations thereafter will result in a 25 point deduction (for both Player of the Year and the HSJGA teams) per violation.

HSJGA Pace of Play Policy

Rule 6-7. Undue Delay; Slow Play states: "The player must play without undue delay and in accordance with any pace of play guidelines that the Committee may establish. Between completion of a hole and playing from the next teeing ground, the player must not unduly delay play." 

 

Summary

When a group is out of position at any check-point the group is in breach of this policy. Each player in an out of position group may incur a penalty when the group is in breach at a check-point hole of their stipulated round. The following sequence applies for a group that is out of position:

 

Check-points will be on completion (flagstick in the hole) of the, 4th, 9th, 13th and 18th holes.

 

• 1st breach – warning

• 2nd breach – one stroke penalty

• 3rd breach – two stroke penalty

• 4th breach – disqualification.

 

Allotted Time

The "Allotted Time" will be established for each HSJGA tournament and will be printed on each tournament’s "Notice to Players." The following is an example.

When play is in groups of three, each group is allotted 4 hours and 30 minutes to complete 18 holes at a pace in accordance with the attached time chart. When a group falls behind – regardless of the reason - it must regain its position. Time for ball searches, rulings, and walking time between holes is included in the allotted time.

 

Check-Points: Play of the hole must be completed in the following amount of time (groups of 3):

Definition of "Out of Position"

FIRST GROUP: The first group is out of position if at any time during the round the group is behind the prescribed schedule as detailed on the attached Pace of Play Time Chart.

 

FOLLOWING GROUPS:  A following group is out of position if it

(a) is taking more than the allotted time to play and

(b) completes play of a hole more than 14 minutes after the preceding group completes play of that hole.

 

Group Out of Position

When a group is out of position at a check-point, they will be notified by a Check-Point Official that the group is in breach of this pace of play policy. When a group has been notified of the first breach, that group is expected to regain its position before reaching the next check-point. If that group reaches the next check-point out of position each player in the group may incur the applicable penalty for a breach of this policy.

 

Any group out of position is subject to being monitored by a Rules Rover.

 

A player concerned about a non-responsive fellow-competitor in his group should request a Rules Rover to monitor the group in case penalties are incurred and appealed.

 

Appeals

Before returning his score card, a player may appeal "group breach" pace of play penalties to the Committee. An appeal will be considered only if:

(a) the player was delayed by the Committee; or

(b) the player was delayed by a circumstance beyond control of the player or the group; or

(c) the player was delayed by another player in the group.

 

No Show Policy

The no-show policy applies to all competitive rounds of each event. If you cannot play in a second or third round of an event, you must notify the HSJGA office by phone only to withdraw from an event prior to your scheduled tee time for that round. A player failing to properly withdraw from a tournament and/or failing to compete will forfeit the entry fee and be suspended from the next HSJGA tournament for which the player is entitled to enter. If it happens a second time, the player will be suspended from all tournaments for the remainder of the year. (Exceptions for emergencies and injuries.)

Refund Policy

The membership fee is non-refundable. Players who withdraw before an event’s entry deadline will have their entry fee returned in full. There will be no refunds for players who withdraw less than five (5) working days (Monday through Friday) before a tournament (except for emergencies; these claims will be reviewed by the HSJGA’s Executive Committee). Withdrawals after the entry deadline and five or more working days before the tournament or if a tournament is cancelled due to inclement weather, the junior will be refunded all but $5 of their entry fee.

Waitlist Policy

Players that are on a waitlist will be added to the field based on their position on the waitlist before the entry deadline.  If a player withdraws after the deadline, the vacant spot will only be filled by the first player on the waitlist in the same age division.  For example, if a player in the Boys 15-18 age division withdraws after the deadline, his spot will be replaced by the first 15-18 boy on the waitlist.  If no player is available on the waitlist to fill that vacant position then no other player will be added to the field. 

Exception:  13-18 Girls will be considered as one age division for the waitlist policy.

Withdrawal Policy

Juniors must notify the HSJGA office by phone only to withdraw from an event. Notification to the HSJGA office of a player’s intention to withdraw from an event is final. A player may, however, submit another application for that tournament if the entry deadline has not passed. Withdrawal from any event will not affect future tournament play. Failure to withdraw will be considered a “no-show” (see “No-Shows”).
